Decision Support System Released for Collaborative Urban Energy Planning

Balancing stakeholder priorities and leveraging data-driven modeling for sustainable neighborhood transformations.

The MAKING PEDs project has advanced its frameworks to transition existing neighborhoods into Climate Neutral Positive Energy Districts (PEDs).

This report introduces the open-access Decision Support System (DSS). Developed by R2M Solution with contributions from UNIROMA3 and reviewed by IREC, the DSS helps municipal technicians plan and prioritize early-stage urban interventions.

The tool adapts to requirements from Urban Living Labs (ULLs) in Bærum (Norway), Civitavecchia-Rome (Italy), Linz (Austria), and Sant Esteve de Palautordera (Spain).

By embedding an Analytic Hierarchy Process (AHP) framework, the system translates complex challenges - from building efficiency to social vulnerability - into structured comparisons. It processes technical metrics from Digital Twins and calculation modules, combining them with user inputs to generate objective rankings.
